Nothing about this happens by itself
This section exists because the mechanism catches out a great many landlords who own property in Portugal from abroad, and because none of it works the way a rent-review clause works in most other jurisdictions.
The starting point is that the update is not automatic. Nobody applies it for you, no agency does it on your behalf unless you have instructed one, and the rent does not drift upwards with inflation on its own. The coefficient is a permission, not an event. If you do nothing, the rent stays exactly where it is.
The coefficient itself comes from the statistics office, not from the landlord and not from the tenant. It is derived from the consumer price index excluding housing over the twelve months to 31 August, published as a formal notice, and it is a ceiling rather than a target: a landlord is free to update by less, or not at all.
To use it you must give the tenant written notice, at least 30 days before the date the new rent takes effect, stating the new figure and the coefficient applied. That notice is not a formality. Without it the increase is simply not due, however correct the arithmetic. And the update may be made only once a year, and only after a full year has run since the tenancy began or since the last increase, so there is a specific annual window and it is tied to the anniversary of the contract.
